Abstract:
Collaborative technologies have been in use for several years now. From human communication capabilities like internet chat and instant messaging to more sophisticated knowledge management solutions involving data management with advanced search capabilities and integrated workflow. More and more companies and organizations are requiring collaborative technologies as part of their enterprise information technology solutions. With this demand comes the need for policies, practices and standards involving the use and interaction of collaborative technologies. Within the DoD, the Defense Collaborative Tool Suite policy is one such example. This year¡¯s CTS panel focuses on discussing some of the policies and practices currently being used in the community, describing what has worked and what hasn¡¯t, and identifying what is needed in the immediate future to satisfy those requirements and applications that are just beyond the reach of our current capabilities.

Panelists Short Bios:
Paul Bailor. As the Director, C2/ISR Enterprise Architectures, Dr. Bailor provides senior leadership, technical expertise, and technical oversight for all enterprise architecture, system engineering, and technology insertion efforts for the Joint Command and Control Systems and Theater Command and Control Systems business areas within LM-MS. Interacts with senior DoD leaders and policy makers to ensure architecture consistency across existing and future programs. Prior to coming to Lockheed Martin, Dr. Bailor enjoyed a challenging and rewarding career in the USAF. Some of his job assignments included: Director of Advanced Technology Integration for HQ Air Intelligence Agency where he directed multiple information operations projects and provided the technical vision and management for the Agency¡¯s advanced technology integration laboratory. From 1990 to 1996, Dr. Bailor was Assistant Professor of Software Engineering at the Air Force Institute of Technology (AFIT) where he taught in the advanced degree software engineering program.
Vasco Drecun. Partner, Research Director, Product Value Management Service (PVM). Prior to establishing CPD Associates, Vasco managed the PVM program for DHBA. Vasco has been involved with designing and implementing information systems for supply chain management and product lifecycle management for over 15 years. Dr. Drecun joined DHBA to drive detailed evaluations of business benefits, functional capabilities, and organizational challenges that leading enterprise and e-marketplace supply chain solutions bring to their customers. Vasco has completed product commerce research projects in such areas as e-Commerce best practices; public and private trading exchanges; the rapid supply chain; and federated enterprise architecture. Prior to joining DHBA, at i2 and Baan, he managed large implementation projects, and designed functional and workflow templates for supply chain collaboration in discrete and process manufacturing verticals. More recently, Vasco led business process re-engineering efforts at ATI Technologies, in the implementation of best practices for managing the product lifecycle, the supply chain, and collaborative product development.
